In response, a powerful naval force, the Fleet of Fog, was formed with advanced warships that swiftly dominated the seas. The Fleet's ships are commanded by "Mental Models," humanoid avatars that serve as the ships' core, each with distinct personalities but bound by the Admiralty Code.
