Inspectors Arata Shindou and Mikhail Kei Ignatov are investigating a conspiracy involving a powerful criminal syndicate that's subverting the Sybil System, Japan's judgment platform for human character. The group, amassing wealth and influence in secret, poses a significant threat to the country's social order. Meanwhile, Bifrost agent Kouichi Azusawa seizes the Criminal Investigation Department's headquarters, taking Shindou and others hostage, and demands the resignation of Tokyo Governor Karina Komiya. This situation forces CID Unit 1 supervisor, including Chief Mika Shimotsuki and former members Shinya Kougami and Nobuchika Ginoza, to act swiftly and reclaim the building to save the hostages.
