Lupin III: Tenshi no Tactics - Yume no Kakera wa Koroshi no Kaori takes place after a heist at the secret Area 51 base, where Lupin obtained a valuable treasure with an unknown secret. The treasure attracts the attention of four women known as the "Bloody Angels," who plan to use it for their terrorist activities. In response, Inspector Zenigata partners with a female police officer to track down Lupin and the terrorists.
